IBM did this -> they were being investigated in the 1980s. It was during the late '60s and early '70s. The DOJ forbade IBM from disposing of ANY documentation, including all notes, letters, memos, etc. from IBM US employees. The contents of our deskside trashcans were carefully bagged and saved. I suppose they eventually wound up in a government warehouse. My colleagues and I were astounded that the DOJ issued the "save all documentation" order. The paper avalanche that resulted was not because IBM wanted to inundate the DOJ, but because the DOJ didn't know what their request would produce.
