Well, I've got my trusty "Star Trek: The Next Generation Technical
Manual" open to page 55, and it states that "Warp Factor 2 = 10
cochranes", where "1 cochrane == c, the speed of light".  Therefore, I
think it is safe to say that the Warp II beta is faster than the Warp I beta.
